The 1975-76 Senate investigation that converted a decade of 'conspiracy theories' into fourteen volumes of findings: assassination plots against five foreign leaders (poisoned cigars, mafia contracts), CIA mail-opening (215,000 letters), NSA's Project SHAMROCK (every telegram, 1945-75), FBI's COINTELPRO including the King suicide letter, and MKULTRA's surviving records. Frank Church's warning about the surveillance capability — 'the abyss from which there is no return' — reads now as scheduling. It connects half the deep-state file because it is the citation for half the deep-state file: the rare moment the archive audited itself.
