The facility is real, the physics is real — 3.6 megawatts heating a patch of ionosphere to study radio propagation — and the Air Force's own 'Owning the Weather in 2025' paper did the theory's marketing for it. HAARP became the universal explanation: hurricanes, earthquakes, minds. The instrument's actual capability is modest. But governments researching sky-heating while denying weather ambitions wrote this folklore themselves.
