Operation Condor

Six regimes sharing one kill list, coordinated — the archives now show — with northern blessing.

It's September 21, 1976. A car rolls down Embassy Row in Washington, D.C. A remote-detonated bomb tears it apart, killing a former Chilean ambassador and his American colleague, an assassination on American soil ordered from abroad. That is the moment Operation Condor stopped being a secret among generals. DOCUMENTED: In late November 1975, intelligence chiefs from Chile, Argentina, Uruguay, Paraguay, and Bolivia, later joined by Brazil, Ecuador, and Peru, met in Santiago and formalized a system they named Condor, after Chile's national bird. Its purpose, in their own closing statement, was collaboration to track, seize, and eliminate leftist opponents across borders. They built shared intelligence databases and, in a phase called Teseo, contemplated hit teams reaching as far as Europe. Thousands were kidnapped, tortured, and 'disappeared.' Here's the part most people don't know: the receipts are American. Declassified State Department and CIA cables, the bulk of them assembled and published by the National Security Archive, show U.S. officials knew. A 1976 briefing warned Secretary of State Henry Kissinger that the regimes had 'established Operation Condor to find and kill terrorists... in their own countries and in Europe.' The documented record shows a planned demarche to warn the generals off was drafted and never delivered. In 2016 an Argentine federal court, citing some 900 declassified records supplied by the Archive, convicted former officers and ruled Condor a proven criminal conspiracy. The theories. Believers cast Condor as the smoking gun of a U.S.-directed continental terror apparatus, Washington as puppet-master. Here you have to be careful. What is DOCUMENTED is U.S. awareness, intelligence-sharing, training ties, and a failure to intervene. The stronger claim, that the CIA commanded Condor top-down, is SPECULATION that the declassified paper does not, so far, prove. The truth on the record is damning enough without inflating it. Where does it come from? Believers trace the lineage back to our neighbor node pbsuccess, the 1954 Guatemala coup, the operation that taught the hemisphere's militaries the counter-subversion doctrine and the taste for it. Condor is that doctrine metastasized into a network. And it reaches sideways, too, into darker legend. Condor is often mentioned in the same breath as our neighbor node gladio, the documented NATO 'stay-behind' networks in Cold War Europe, with believers arguing both are threads of one global anti-communist web of secret armies and 'strategy of tension.' The individual programs are real and DOCUMENTED; the single-unified-hand theory tying them together is SPECULATION, and we flag it as such. On the map, Operation Condor is where the American regime-change current turns openly murderous and transnational. It receives the blueprint from Ajax and PBSUCCESS and bridges toward the European shadow-war of Gladio. This is the node where the web's darkest thesis, that the Cold War was fought in secret against civilians, stops being paranoia and becomes a court verdict.
