July 26, 2023: David Grusch — decorated intelligence officer, cleared whistleblower whose complaint the Intelligence Community Inspector General deemed 'credible and urgent' — testified under oath to crash retrieval and reverse-engineering programs and 'non-human biologics.' Beside him, Fravor and Graves testified to the encounters themselves. Congress responded with UAP disclosure provisions in the NDAA, including eminent domain over recovered materials 'of non-earth origin' — statutory language that either means nothing or everything.
