The Project for the New American Century, PNAC, was a real neoconservative think tank founded in 1997 by William Kristol and Robert Kagan. Its 1997 Statement of Principles was signed by future Bush-administration heavyweights, Dick Cheney, Donald Rumsfeld, Paul Wolfowitz, and Jeb Bush among them. In September 2000 PNAC released "Rebuilding America's Defenses: Strategy, Forces and Resources For a New Century," principally authored by Thomas Donnelly, arguing for sustained U.S. military dominance and higher defense spending. In Section V, discussing how hard it is to modernize the armed forces, the report states: "the process of transformation, even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event, like a new Pearl Harbor." That is the DOCUMENTED meaning: a rhetorical point about political will, not an operational plan. But here's the part believers seize on. To 9/11 truthers, that line is foreknowledge, even a blueprint, evidence that the authors wanted or expected an attack to justify the agenda the paper laid out. That interpretation is SPECULATION. There is no documented evidence the phrase was a plot, and the bipartisan 9/11 Commission, whose full report is public, found the attacks were planned and executed by al-Qaeda, not engineered by American officials.
