The CIA's domestic turn: files on 300,000 Americans who thought they were just protesting.

You are a college kid in 1969. You march against a war, you sign a petition, maybe you mail a newsletter to a friend overseas. And without you ever knowing it, a card with your name on it slides into a computerized index inside the Central Intelligence Agency — an agency that is, by law, forbidden from spying on you at all. So here's where it gets strange. This isn't a legend. This is documented, and the government admitted it. Operation CHAOS began in 1967, launched under President Johnson and expanded under Nixon. The stated mission sounded almost reasonable: find out whether foreign powers were funding or steering the American antiwar movement. The problem is that to hunt for a foreign hand, CIA officers had to watch Americans — thousands of them. And the CIA's charter draws one bright line it is never supposed to cross: no domestic security role. CHAOS crossed it. What the record shows is chilling in its bureaucratic tidiness. Over roughly six years, the operation compiled some 13,000 files, including files on about 6,200 American citizens. It built a computerized index containing the names of more than 300,000 people and organizations. Officers wrote thousands of memos, funneling many straight to the FBI — which was running its own dirty-tricks campaign, COINTELPRO, next door in the same era. CHAOS agents even infiltrated dissident groups, sometimes posing as fellow radicals to get overseas and report back. When it finally unraveled, it unraveled in the open. In 1974 journalist Seymour Hersh exposed massive CIA domestic spying. That triggered the 1975 Rockefeller Commission and then the Church Committee. The Rockefeller Commission's own report concluded that "the accumulation of domestic data in the Operation exceeded what was reasonably required" and "was thus improper." Translation from government-speak: it was illegal, and they knew it. Here's the part people forget. After all those years, all those files, all those infiltrators — investigators found essentially no evidence that any foreign government was controlling the antiwar movement. The Americans in the streets were, overwhelmingly, just Americans. The surveillance had been aimed at a threat that turned out not to exist, and the real casualty was the Fourth Amendment. What's documented: the program, the files, the index, the official finding that it was improper. What remains murkier is the full reach — how many of those 300,000 names still sit in some archive, and how much CHAOS material quietly crossed to the FBI and White House. The paper trail was deliberately thin. CHAOS doesn't stand alone. It's the CIA's mirror image of the FBI's COINTELPRO — two agencies, same years, both turning their tools inward on citizens. And it's a defining stain on the parent agency itself, the CIA, whose story threads through this whole map.
