Imagine sliding a memo across the Defense Secretary's desk. Inside, in dry military prose, is a plan to blow up an American ship, gun down civilians in Miami, hijack planes, and fake the shoot-down of an airliner full of college kids, all so the blame lands on Cuba and America has its reason to invade. Now imagine the men proposing it are the highest-ranking officers in the United States military. You don't have to imagine. It's a real document, and you can pull it from the National Archives. Here's what's DOCUMENTED, no asterisk needed. In March 1962, the Joint Chiefs of Staff, over the signature of Chairman General Lyman Lemnitzer, sent Secretary of Defense Robert McNamara a memo titled 'Justification for US Military Intervention in Cuba.' It laid out a menu of staged provocations: sink a boatload of Cuban refugees (real or simulated), stage terror in Miami and Washington, orchestrate a 'Remember the Maine' explosion of a U.S. vessel, and swap a real airliner for a drone that would be 'destroyed' to fake a Cuban attack. The idea was to manufacture the outrage that a war needs. So here's the crucial beat: it was rejected. McNamara and the Kennedy White House shut it down. Lemnitzer was not reappointed as Chairman later that year. The plan never left the paper. It sat classified for decades until the 1990s JFK Assassination Records Act pried it loose, and journalist James Bamford put it in front of a mass audience in his 2001 book Body of Secrets. But here's the part most people don't know, and where the speculation creeps in. Because Northwoods is real, it became the favorite exhibit for people arguing that later events, 9/11 above all, must therefore be inside jobs. Follow the logic and you can see the appeal: if they proposed it once, they'd do it again. But mark this clearly as SPECULATION. A rejected 1962 proposal proves the U.S. military once considered staging attacks; it does not, by itself, prove any specific later attack was staged. Believers make the leap; the document does not. Now the connective tissue. Northwoods is the crown jewel of the false-flags hub, the single cleanest piece of paper in that whole cluster, the thing that turns 'governments would never' into 'here's the memo where they proposed exactly that.' It also threads straight into the jfk node: this is Kennedy-era Washington, the same administration wrestling with Cuba after the Bay of Pigs, the same McNamara, the same Cold War pressure cooker, and JFK's rejection of Northwoods is one more data point people fold into the larger story of his fights with the national-security establishment.
