Operation Mongoose

The standing program to remove Castro by any means — exploding seashells included. The memos survive.

In April 1961, a CIA-backed invasion force of Cuban exiles waded ashore at the Bay of Pigs and got crushed in seventy-two hours. It was a humiliation for a young President. Most people assume the story ends there, with Washington licking its wounds. It doesn't. It gets bigger, and it goes underground. What came next is DOCUMENTED, and the paper trail is a matter of public record. Late in 1961, the Kennedy administration launched a covert campaign to wreck Cuba's economy and topple Fidel Castro by other means. It was code-named Operation Mongoose, and it was handed to Air Force Brigadier General Edward Lansdale, a legendary covert-operations man, running out of the Pentagon and the CIA. The State Department's own official history, the Foreign Relations of the United States series, prints Lansdale's program reviews. On the menu: sabotage of Cuban industry, plans to contaminate fuel and wreck the sugar harvest, propaganda, economic strangulation, and building underground resistance cells, all aimed at sparking a revolt Washington could then support. So here's the darker layer, and it too is documented, not rumored. When the Church Committee, the U.S. Senate, tore into CIA activities in 1975, it laid out in its interim report the plots to assassinate Castro: poison, mob contacts, the whole grim catalog. That report, S. Rep. 94-465, is a government document you can read today. The U.S. government investigated itself and confirmed that killing a foreign head of state had been on the table. Mark all of this DOCUMENTED. What stays murkier, and where you should be careful, is exactly how far up the chain each specific order ran and who authorized what; the committee itself wrestled with that ambiguity, so treat the precise authorization questions as CONTESTED rather than settled. Now the connective tissue, because Mongoose is a junction. It's the direct child of the bay-of-pigs node: the failed invasion is the wound, and Mongoose is the infection that spread from it, the administration deciding that if the frontal assault failed, the war would simply go covert. And it runs on a live wire to the northwoods node. Northwoods and Mongoose are twins of the same obsessive 1962 push to be rid of Castro: while Lansdale ran sabotage and the CIA cooked up assassination schemes, the Joint Chiefs were drafting their pretext plan to manufacture a reason to invade outright. Same target, same year, same fever, three different tools.
