First floors buried worldwide, windows at ankle height. A reset, the theory claims, inside living memory.

Walk down an old street in almost any 19th-century city and, if you know what to look for, you'll start seeing it everywhere. Chicago jacked entire buildings up out of the mud with screw jacks to install drainage.
