The FEMA facility inside a Virginia mountain, 48 miles from Washington: acknowledged to exist, mission mostly classified, exposed to public knowledge when TWA Flight 514 hit the ridge above it in 1974. Continuity-of-government journalism (Gup's 'The Doomsday Blueprint,' the Iran-Contra-adjacent REX 84 hearings) established its role: a standby executive branch, with a line-of-succession bunker and, per former officials, offices duplicating cabinet departments. On 9/11, congressional leadership was flown there — its one confirmed activation. It connects Raven Rock, Greenbrier, and the continuity file's core question: a parallel government that exists but hasn't been needed is still a parallel government.
