August 4, 1964: the U.S. reported a second North Vietnamese attack on the destroyer Maddox, and Congress passed the resolution that opened the Vietnam War. The NSA's own declassified history (Robert Hanyok's study, released 2005) concluded no attack occurred that night — signals intelligence was mishandled and skewed to support the report. The first attack (August 2) did happen. A fully documented case of a war predicated on an event that didn't occur, and thus the load-bearing citation for every 'pretext' claim on this map.
