In July 1971, a CIA officer sat in front of a congressional committee and confirmed a number that still stops people cold. Between 1968 and 1971, he said, an American-run program in Vietnam had killed more than 20,000 people. His name was William Colby. He would later run the entire CIA. And the program he was defending was called Phoenix. Here's what's remarkable: the number isn't from a whistleblower or a leak. It's from the man in charge, under oath, in the DOCUMENTED record.
