Attacks staged to authorize what was already planned. Northwoods put it in writing.

Operations staged to be blamed on someone else. Documented cases: the Gleiwitz incident (SS men staging a Polish attack on a German radio station, 1939, testified at Nuremberg), Operation Susannah (Israeli bombs in Egypt under false colors, 1954, admitted 2005), and the unexecuted Operation Northwoods (declassified 1997) — U.S. Joint Chiefs proposals to fake Cuban attacks on Americans, signed by the chairman, rejected by Kennedy. Because these are real, 'false flag' became the reflex explanation for every attack thereafter — the documented minority poisoning the well for every majority.
