Anthony Shaffer and others testified (2005) it had identified Atta's cell in 2000 and that lawyers blocked passing it to the FBI; the DoD IG (2006) found no documentary support and witnesses' recollections unreliable — while acknowledging the program's charts were destroyed in routine purges.
