The Commission's methods are the documented problem independent of its conclusion: single-summer investigation, reliance on the FBI (whose destruction of the Hosty note — an Oswald letter burned after the assassination, admitted in 1975 testimony — is confirmed), CIA withholding of the Castro assassination plots (admitted by later directors), and member dissent (Russell's recorded doubts about the single-bullet theory).
