Operation Sea-Spray

The Navy sprayed bacteria over San Francisco to test drift. The city found out in 1976.

For six days in the autumn of 1950, a U.S. Navy vessel sat off the coast of San Francisco and did something almost no one in the city would learn about for a quarter century. It switched on a bank of sprayers and released a fog of bacteria into the fog rolling in off the Pacific, letting the wind carry it over roughly 800,000 sleeping people. This is not legend. This is Operation Sea-Spray, and it is one of the most thoroughly documented cases of the U.S. government experimenting on an unwitting public. Here is the documented core. In September 1950, as part of a Cold War program to test how vulnerable American cities were to biological attack, the military released Serratia marcescens and Bacillus globigii over the Bay Area. The choice of Serratia was deliberate: it produces bright red colonies, making it easy to track where the cloud drifted, and at the time it was widely believed to be harmless. Monitoring stations later showed that nearly every one of San Francisco's residents had inhaled the aerosol. So here is where it gets tragic. Serratia marcescens was not harmless. In the days after the spraying, Stanford University Hospital saw a cluster of unusual urinary-tract infections, and one patient, a man named Edward Nevin, died. The strain involved was Serratia. A peer-reviewed history in Clinical Microbiology Reviews (2011) lays out how this organism traveled from military experiment to recognized hospital pathogen, and how the San Francisco test surfaced only when the press exposed it in the 1970s. That exposure triggered 1977 Senate subcommittee hearings on 'Biological Testing Involving Human Subjects by the Department of Defense,' where officials confirmed the tests. The Nevin family sued; in Nevin v. United States the courts ultimately shielded the government under sovereign immunity, but the underlying facts were never in serious dispute. This one barely needs a legend layer, and that is precisely the point. There is no need to speculate about a secret spraying, because the spraying is in the congressional record. What remains genuinely contested is narrower, and honesty demands we flag it: whether the released strain definitively caused Nevin's death, and how many other illnesses it may have driven, questions the government minimized and researchers still debate. Now, the connective tissue. Sea-Spray links back to plum-island, our hinge node, because it takes the abstract fear of pathogen release and makes it a documented event over a major American city.
