Both superpowers ran documented psychic programs: the US Stargate lineage (declassified), Soviet 'psychotronics' research (documented in DIA assessments of Soviet parapsychology, released via FOIA — the DIA took Soviet claims seriously enough to write classified reviews). The 1972 DIA report 'Controlled Offensive Behavior — USSR' is real and strange reading.
