It set a standard: bulbs were to last approximately 1,000 hours. No more. Member companies that shipped bulbs lasting too long were fined. The cartel ran testing labs, collected sample bulbs from members, measured their lifespans, and levied penalties in Swiss francs scaled to how far a bulb overshot the 1,000-hour target. Engineers were, in effect, ordered to make their product WORSE — to design failure in on schedule. This is the textbook origin of the term 'planned obsolescence': deliberately limiting a product's useful life so customers have to buy replacements sooner.
