Shortwave stations broadcasting formatted number groups (the Lincolnshire Poacher, UVB-76's buzzer) have run since the Cold War; espionage trials (the Cuban Five, Ana Montes) confirmed one-time-pad numbers traffic as live spy tradecraft — unbreakable if used correctly, receivable by anyone with a radio, deniable entirely. UVB-76 still transmits. The node is the surveillance file's audible edge: proof that open, unexplained signaling infrastructure operates continuously in public.
