Church Committee, 1976, on the record: fifty journalists on the payroll, hundreds more cooperative, foreign papers owned outright. Carl Bernstein's Rolling Stone piece put the number at four hundred and named the outlets that mattered. The agency announced it stopped. The theory community's response is the only rational one available: the program that secretly bought the press announced, through the press, that it had stopped. Noted.
