Havana Syndrome

Diplomats hearing what wasn't there, hurt by what can't be found. Files remain open.

It's 2016, in Havana, Cuba. You're a U.S. diplomat, and one night you hear a piercing, directional sound, like it's aimed at you. Then come the symptoms: pressure in your head, ringing ears, dizziness, nausea, a fog you can't think through. You're not alone. Colleagues report the same thing. Something happened to these people. That part is not in dispute. This is Havana Syndrome, officially, 'anomalous health incidents,' or AHIs. Since 2016, more than a thousand U.S. personnel across multiple countries have reported them, and the injuries logged by doctors were real enough that Congress passed a law, the HAVANA Act, to compensate the affected. So here's where it gets strange, and genuinely unresolved. In 2020, the National Academies of Sciences, Engineering, and Medicine convened an expert committee to study the earliest, most severe cases. Their conclusion was cautious but striking: among the mechanisms they considered, 'directed, pulsed radiofrequency energy' appeared to be the most plausible explanation for the distinctive cluster of symptoms in some patients. Not proven, plausible. That single phrase, from a body as sober as the National Academies, is why this map exists. It quietly connects a diplomat's headache to the Frey effect discovered in 1961, the physics you'll find under the frey-effect node. But the story does not end there, and honesty requires the other half. In 2023, the U.S. Intelligence Community released an assessment reaching a very different-feeling conclusion. Seven agencies reviewed roughly a thousand cases, and most judged it 'very unlikely' that a foreign adversary was responsible, very unlikely that any weapon, device, or hostile actor caused the incidents at all. They found no consistent evidence of a culprit, and pointed instead toward preexisting conditions, environmental factors, and ordinary illnesses that had been grouped together under one frightening banner. So who's right? The careful answer is: we do not know. The National Academies said pulsed energy was a plausible mechanism for some cases. The Intelligence Community said an adversary weapon was very unlikely across the whole set. Both can be partly true, a small number of genuinely mysterious cases inside a much larger group with mundane explanations. Later brain-imaging studies at the NIH found no clear evidence of physical brain injury, which complicated the picture further rather than closing it. What I won't do is tell you it's settled, in either direction. People were hurt. The cause remains contested. And the harm done by pretending to certainty, in either camp, falls hardest on the patients themselves.
