The CIA's internal 693-page confession, compiled in 1973 on Schlesinger's order after Watergate: domestic wiretaps, break-ins, mail opening, behavior-modification experiments on unwitting citizens, the Castro contracts. Seymour Hersh broke its existence in 1974; the document itself stayed classified until 2007, arriving with redactions that in places black out entire pages. Its structural lesson feeds the whole archive: the agency's own list of its illegal acts existed for thirty-four years before the public saw a word — so 'no evidence' and 'no released evidence' are different sentences.
