The term came from Turkey — derin devlet, the network of generals and gangsters that outlived every election. Applied westward, it names something softer and harder to refute: careers that span administrations, agencies that outwait presidents, budgets no one audits. Eisenhower said it plainly in his farewell. The theory just declines to believe he was describing a problem that then politely solved itself.
