You're a rancher in eastern Colorado in the fall of 1975. You ride out at dawn to check the herd, and you find one of your cattle dead in the open pasture. But something is wrong. Very wrong. So here's what's DOCUMENTED. Through the mid-1970s, a wave of these reports swept the American West and Midwest, Colorado, New Mexico, Kansas, Montana, and beyond. Frightened ranchers, county sheriffs, and eventually senators demanded answers. The stories shared a grim vocabulary: 'surgical' incisions, missing organs, and exsanguination, the apparent draining of blood. The panic was real, and it was national news. After pressure from New Mexico Senator Harrison Schmitt, the Bureau, working through the Law Enforcement Assistance Administration, funded an investigation led by a retired FBI agent named Kenneth Rommel. In 1980 he delivered his report, titled 'Operation Animal Mutilation.' Its conclusion was blunt. The classic mutilation, Rommel found, was best explained by natural causes: an animal dies, and scavengers and predators, birds, coyotes, blowflies, go first for the softest, easiest tissue, the eyes, tongue, udder, genitals. The clean edges came from decomposition tightening the skin and small scavengers, not scalpels. The missing blood pools and settles inside the body after death. But here's the part most people don't know. That explanation never satisfied everyone, and this is where the LEGEND branches in two directions.
