The FBI's Rockford file (1974-79, released) documents the pattern that made it federal: livestock found with soft tissue removed by what veterinary pathologists described as sharp, precise excision, bloodless fields, and no tracks — thousands of cases across the West. The 1979 Rommel Report concluded predators and gas bloat, and closed the matter; the ranchers who found animals with cauterized cuts never accepted it. Black helicopter sightings cluster with the events, feeding both theories: covert bio-surveillance sampling (the sane version) or something else's fieldwork (the other one).
