The FBI's DCS1000 ('Carnivore') email intercept system, deployed from 1997, was confirmed in 2000 congressional review and retired in favor of commercial tools by 2005. Its contribution to the archive is nominative: an agency naming its own mail-vacuum 'Carnivore' taught the public what the internal culture sounded like.
