Wall Street asked a general to overthrow FDR. Butler testified. Congress agreed. Nobody hanged.

Picture this. It's 1934, and a decorated Marine general walks into a closed-door session of the United States Congress and says, out loud, that a group of wealthy men just tried to recruit him to lead an army of half a million veterans, march on Washington, and strong-arm the President of the United States. That general was Smedley Butler. And what he described has a name: the Business Plot. So here's what's DOCUMENTED. In late 1934, the McCormack-Dickstein Committee — the forerunner of the House Un-American Activities Committee — took sworn testimony from Butler. He said a bond salesman named Gerald MacGuire had approached him repeatedly, allegedly on behalf of wealthy financial interests, floating a scheme to install a 'super-secretary' who would sideline FDR and roll back the New Deal. Butler said the pitch grew more concrete over months: money, backing, and a veterans' movement modeled on European fascist groups. Here's the part most people don't know. The Committee did not laugh Butler out of the room. Its official report stated it had 'verified' portions of his testimony and found that attempts to establish a fascist organization 'were discussed and were planned.' That's not a tabloid. That's Congress, on the record. But here's where it gets murky — and where honesty matters. No one was ever prosecuted. The Committee never called many of the powerful men Butler named. Sections of the testimony were reportedly redacted. Critics at the time, including much of the press, treated it as a joke or a fantasy, and MacGuire denied the serious allegations. The men allegedly connected to it — figures tied to major banks and corporations — were never charged, and several were never even publicly questioned under oath about it. So what's real and what's LEGEND? DOCUMENTED: Butler testified; MacGuire existed and did meet with him; the Committee found the core claim of a planned fascist organization credible enough to put in writing. SPECULATION: exactly how far the plot got, who the true backers were, whether it was a genuine coup-in-waiting or the overheated scheme of a few men. Historians still split on this. Some call it a serious threat that was quietly buried; others call it a scheme that never had real teeth.
